Who needs the exam?
Everyone who applies for a taxi operator's licence must document professional competence, and for most people that means passing this test (Yrkestransportforskriften §§ 8 and 9, professional competence (Lovdata, Norwegian)). If a limited company applies, the general manager or transport manager must have the competence. This is a different test from the taxi driver exam: the licence exam is for the person who runs the business, and the driver exam is for the person who drives and needs a kjøreseddel (taxi driver exam in English).
According to Statens vegvesen: operator's licence test for taxi service (English), you can apply without the test if you:
- held a taxi operator's licence before 1 November 2020
- have passed the test for goods transport and tourist coaches, or held that licence
- hold a diploma from another EEA country or Switzerland that Statens vegvesen approves before you apply

New rules in 2026
Since 1 January 2026, every taxi licence holder must be connected to one taxi dispatch centre (drosjesentral), and not more than one (Yrkestransportlova § 9, taxi dispatch centre (Lovdata, Norwegian)). From 1 July 2026 the dispatch centre must make sure there is internal control both in the centre and with the licence holders connected to it.

How the Kurs.ing course helps
Kurs.ing is a private online course in Norwegian, because the exam is normally in Norwegian. The course follows Statens vegvesen's topic list, explains every answer with the legal basis, and has a practice exam in the same format as the real test.
Løyveeksamen for drosje costs NOK 347 with 8 weeks' access. Løyvepakken (NOK 497) includes the taxi driver course and the three operator licence courses (taxi, van, and goods and passenger transport). The exam fee is paid separately to Statens vegvesen.
Pass guarantee: If you fail the official test on your first attempt after buying, you get the course fee back, provided you completed all the lessons and passed the full practice exam in the course at least once before the test. You can choose 8 more weeks of access instead. The test fee is not refunded. See the terms (§ 17, Norwegian).
