Who needs the exam?
A business that carries goods for others for payment with vehicles over 3,500 kg needs a goods transport licence. A business that carries passengers for payment with vehicles registered for more than nine people needs a passenger transport licence (Yrkestransportlova §§ 4 and 5, goods and passenger licences (Lovdata, Norwegian)). One of the requirements is professional competence, and the exam is how the transport manager (transportleder) documents it (Yrkestransportforskriften §§ 8 and 9, professional competence (Lovdata, Norwegian)).

The eight topics
The syllabus follows Annex I to EU Regulation 1071/2009, with Norwegian rules where they exist:
- Civil law: contracts of carriage, consignment notes and liability for goods
- Commercial and company law: business forms, registration, bookkeeping and bankruptcy
- Social and labour law: driving and rest times, tachographs, working time and employment contracts
- Tax law: VAT, income tax, employer's contribution, vehicle taxes and tolls
- Business and financial management: budgets, accounts, cost per kilometre and insurance
- Access to the market: licence types, Community licences and cabotage
- Technical standards: weights and dimensions, maintenance, load securing and dangerous goods
- Road safety: driving licences, alcohol and drugs, speed and duties after an accident
Driving licence you need first
To take the exam you must hold a driving licence for class C1, D1, C or D, or at least have passed the theory test for one of these classes (Statens vegvesen: operator's licence exam for goods and passenger transport (Norwegian)).
If you only hold a class B licence, you can take the theory test for class C without a course at a driving school. See the truck theory test (class C) in English.

How the Kurs.ing course helps
Kurs.ing is a private online course in Norwegian, because the exam is normally in Norwegian. The course follows Statens vegvesen's topic list, explains every answer with the legal basis, and has a practice exam in the same format as the real test.
Løyveeksamen for gods- og persontransport costs NOK 347 with 8 weeks' access. Løyvepakken (NOK 497) includes the taxi driver course and the three operator licence courses (taxi, van, and goods and passenger transport). The exam fee is paid separately to Statens vegvesen.
Pass guarantee: If you fail the official test on your first attempt after buying, you get the course fee back, provided you completed all the lessons and passed the full practice exam in the course at least once before the test. You can choose 8 more weeks of access instead. The test fee is not refunded. See the terms (§ 17, Norwegian).
